This is definetly Sif, due to the fact that its a very old wolf next to the Abyss Watchers who are said to bear the same fighting style and strength of Artorias, and may also worship Artorias. And the Gravestone behind the Wolf bears a great similarity to Artorias' grave in Dark Souls 1, in the arena you fight Sif in.
The skull ring is "one of Courland's transposed wonders" This makes the theory that Ludleth was exiled (from Courland!) for transposing things, even harder to accept, since they honed this art Courland does not exist anymore, but the Ringed City does.
